From the earliest PowerPC ISA, TBR (later SPR) 268 has been called TB
and accessed with mftb instruction. The problem is that TB is the name
of the 64-bit register, and 32-bit implementations can only read the
lower half with one instruction, so 268 has also been called TBL and
it does only read TBL on 32-bit.

Change SPR 268 to be called TB on 64-bit implementations.

target/ppc: Restrict 'qapi-commands-machine.h' to system emulation

Since commit a0e61807a3 ("qapi: Remove QMP events and commands from
user-mode builds") we don't generate the "qapi-commands-machine.h"
header in a user-emulation-only build.

Move the QMP functions from cpu_init.c (which is always compiled)
to monitor.c (which is only compiled when system-emulation
is selected). Rename monitor.c to arm-qmp-cmds.c.

Note ppc_cpu_class_by_name() is used by both file units, so we
expose its prototype in "cpu-qom.h".

The various dump_mmu() take an fprintf()-like callback and a FILE * to
pass to it, and so do their helper functions. Passing around callback
and argument is rather tiresome.

Most dump_mmu() are called only by the target's hmp_info_tlb(). These
all pass monitor_printf() cast to fprintf_function and the current
monitor cast to FILE *.

SPARC's dump_mmu() gets also called from target/sparc/ldst_helper.c a
few times #ifdef DEBUG_MMU. These calls pass fprintf() and stdout.

The type-punning is technically undefined behaviour, but works in
practice. Clean up: drop the callback, and call qemu_printf()
instead.

In order to allow for future conversion of VSX instructions to use TCG vector
operations, recreate the same layout using an aligned version of the existing
vsr register array.

Since the old fpr and avr register arrays are removed, the existing callers
must also be updated to use the correct offset in the vsr register array. This
also includes switching the relevant VMState fields over to using subarrays
to make sure that migration is preserved.

On NetBSD, where tolower() and toupper() are implemented using an
array lookup, the compiler warns if you pass a plain 'char'
to these functions:

gdbstub.c:914:13: warning: array subscript has type 'char'

This reflects the fact that toupper() and tolower() give
undefined behaviour if they are passed a value that isn't
a valid 'unsigned char' or EOF.

We have qemu_tolower() and qemu_toupper() to avoid this problem;
use them.

(The use in scsi-generic.c does not trigger the warning because
it passes a uint8_t; we switch it anyway, for consistency.)

When running certain HMP commands ("info registers", "info cpustats",
"info tlb", "nmi", "memsave" or dumping virtual memory) with the "none"
machine, QEMU crashes with a segmentation fault. This happens because the
"none" machine does not have any CPUs by default, but these HMP commands
did not check for a valid CPU pointer yet. Add such checks now, so we get
an error message about the missing CPU instead.

We've currently got 18 architectures in QEMU, and thus 18 target-xxx
folders in the root folder of the QEMU source tree. More architectures
(e.g. RISC-V, AVR) are likely to be included soon, too, so the main
folder of the QEMU sources slowly gets quite overcrowded with the
target-xxx folders.
To disburden the main folder a little bit, let's move the target-xxx
folders into a dedicated target/ folder, so that target-xxx/ simply
becomes target/xxx/ instead.
