rpc.statd: move to nfs package

rpc.statd is not technically specific to NFS, but NFS is the only thing
which has ever actually used it, so this is the most appropriate place
to put it.

Remove residual blank line at start of Makefile

This is a residual of the $FreeBSD$ removal.

Remove /^\s*#[#!]?\s*\$FreeBSD\$.*$\n/

Merge ^/head r352537 through r352586.

- Revert WARNS to 2 because of mismatch between (xdrproc_t) and xdr_void().
- Add prototype of from_addr().

Fix warnings and set WARNS=6.

Fix build errors of test.c, which had been broken for a long time.
This is a temporary fix and should be converted to a complete
test scenarios by using this tool.

Utilize SYSROOT from r320119 in places where DESTDIR may be wanting WORLDTMP.

Since buildenv exports SYSROOT all of these uses will now look in
WORLDTMP by default.
