Remove /^\s*\*+\s*\$FreeBSD\$.*$\n/

KTR: Add CTR() and TR() macros which accept a variable number of arguments.

These can be used in place of the CTRn() macros which require n to match
the number of optional arguments.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
