sys/limits.h: add C23 _WIDTH macros
For compliance with IOS/IEC 9899:2024 ("C23").
These macros define the width in bits of the basic integer types.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl s
