powerpc: Implement fpu_kern_enter/fpu_kern_leave
Summary:
Provide an implementation of fpu_kern_enter/fpu_kern_leave for PPC to

register clobbering along with a follow-up patch to enable ossl(4) on
powerpc64*.

The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch
up to that fact and revert to their recommended match of
