Otherwise, these are vanilla Zstandard 1.3.3 files.

Note that the 1.3.4 release should be due out soon.

Move zstd from contrib to sys/contrib so it can be used in the
kernel. Adjust the Makefiles that referenced it to the new path.

Import zstandard 1.1.4 in base

zstandard is a new compression library/tool which is very fast at
compression/decompression

For now import as a private library
