LinuxKPI: PTP add (*settime64) to struct ptp_clock_info
While iwlwifi supportes PTP, LinuxKPI does not and we only add the
definitons to avoid mangling upstream drivers.
iwlwifi(4) does not even sup

kernel ptp support. This is needed for the next iwlwifi update.
