LinuxKPI: add _devcd_free_sgtable() to devcoredump.h

_devcd_free_sgtable() will become our _lkpi_dev_coredumpsg_free()
but further investig

Add linux/devcoredump.h with stub implementation of dev_coredumpv()
and dev_coredumpsg() which only free the passed in SG table as needed
for iwlwifi.
