Add domain policy allocation for amd64 fpu_kern_ctx
Like other types of allocation, fpu_kern_ctx are frequently allocated per-cpu. Provide the API and sketch some example consumers.
fpu_kern_alloc_ctx_domain() preferentially allocates memory from the provided domain, and falls back to other domains if that one is empty (DOMAINSET_PREF(domain) policy).
Maybe it makes more sense to just shove one of these in the DPCPU area sooner or later -- left for future work.

Remove unused error return from API that cannot fail
No implementation of fpu_kern_enter() can fail, and it was causing needless error checking boilerplate and confusion. Change the return code to void to match reality.
(This trivial change took nine days to land because of the commit hook on sys/dev/random. Please consider removing the hook or otherwise lowering the bar -- secteam never seems to have free time to review patches.)

sys: further adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 3-Clause license.
The Software Package Data Exchange (SPDX) group provides a specification to make it easier for automated tools to detect and summarize well known opensource licenses. We are gradually adopting the specification, noting that the tags are considered only advisory and do not, in any way, superceed or replace the license texts.
Special thanks to Wind River for providing access to "The Duke of Highlander" tool: an older (2014) run over FreeBSD tree was useful as a starting point.

Renumber cluase 4 to 3, per what everybody else did when BSD granted them permission to remove clause 3. My insistance on keeping the same numbering for legal reasons is too pedantic, so give up on that point.

Add FPU_KERN_NOCTX flag to the fpu_kern_enter() function on amd64.
The flag specifies that the block which uses FPU must be executed in critical section, i.e. take no context switches, and does not need an FPU save area during the execution.
It is intended to be applied around fast and short code pathes where save area allocation is impossible or undesirable, due to context or due to the relative cost of calculation vs. allocation.

Create a separate structure for per-CPU state saved across suspend and resume that is a superset of a pcb. Move the FPU state out of the pcb and into this new structure. As part of this, move the FPU resume code on amd64 into a C function. This allows resumectx() to still operate only on a pcb and more closely mirrors the i386 code.

Add FPU_KERN_KTHR flag to fpu_kern_enter(9), which avoids saving FPU context into memory for the kernel threads which called fpu_kern_thread(9). This allows the fpu_kern_enter() callers to not check for is_fpu_kern_thread() to get the optimization.
Apply the flag to padlock(4) and aesni(4). In aesni_cipher_process(), do not leak FPU context state on error.
