locales: separate unicode from other locales
Unicode locales are maintained and to evolved in cldr.
Generating the other locales from the unicode gets more and more painful
over the time.

Add UTF-8 versions of all the currently supported system locales. Most of
the hard work was done by Hye-Shik Chang in the misc/utf8locale port; I made
a few minor adjustments and merged the makefiles
