sysctl: Teach sysctl to attach and run itself in a jail
This allows the parent jail to retrieve or set kernel state when child does not have sysctl(8) installed (e.g. light weighted OCI containers or slim jails).
This is especially useful when manipulating jail prison or vnet sysctls. For example, `sysctl -j foo -Ja` or `sysctl -j foo net.fibs=2`.

The function that sets test case metadata is actually named ${tc}_head rather than ${tc}, so add the suffix.
While we're here, hook the tests up to the infrastruc

This allows packaging the base system with pkg(8), including but not limited to providing the ability to provide upstream binary update possibilities f
Merge the projects/release-pkg branch to head.
This allows packaging the base system with pkg(8), including but not limited to providing the ability to provide upstream binary update possibilities for non-tier-1 architectures.
This merge is a requirement of the 11.0-RELEASE, and as such, thank you to everyone that has tested the project branch.
Documentation in build(7) etc. is still somewhat sparse, but updates to those parts will follow.
