libsys: relocate implementations and manpages

Remove core system call implementations and documentation to lib/libsys
and lib/libsys/<arch> from lib/libc/sys and lib/libc/<arch>/<sys>.
Update paths

Use `Er' variable to define first column width in ERRORS section. It was
