The default package use to be FreeBSD-runtime but it should only contain binaries and libs enough to boot to single user and repair the system, it is also very handy to have a package that can be tranform to a small mfsroot. So create a new package named FreeBSD-utilities and make it the default one. Also move a few binaries and lib into this package when it make sense. Previously, librtld_db just hardcoded /libexec/ld-elf.so, which isn't correct for processes that aren't using the native ABI. With this change, librtld_db can be used to inspect non-native processes; in particular, dtrace -c now works for 32-bit executables on amd64.

Merge the projects/release-pkg branch to head.
This allows packaging the base system with pkg(8), including but not limited to providing the ability to provide upstream binary update possibilities for non-tier-1 architectures.
This merge is a requirement of the 11.0-RELEASE, and as such, thank you to everyone that has tested the project branch.
Documentation in build(7) etc. is still somewhat sparse, but updates to those parts will follow.
