TIL traceroute.8 has one of the oldest liceses, predating BSD-4-Clause!
The SPDX tag was not even on Wikipedia. These are all the files I could
find in the tree with git grep

We've ifdef'd out the copyright strings for some time now. Go ahead and
remove the ifdefs. Plus whatever other detritis was left over from other
recent removals.

These sys/cdefs.h are not needed. Purge them. They are mostly left-over
from the $FreeBSD$ removal. A few in libc are still required for macros
that cdefs.h defines. Kee
