kyua: Add "debug -x|--execute cmd" option
With execenv=jail specified, the "cmd" runs inside the test's jail.

Import the kyua test framework.
Having kyua in the base system will simplify automated testing in CI and
eliminates bootstrapping issues on new platforms.
