Since we already have bitmap_mutex to protect either the dirty bitmap or the clear log bitmap, we don't need atomic operations to set/clear/test on the clear log bitmap. Switching all ops from atomic to non-atomic versions, meanwhile touch up the comments to show which lock is in charge.
Introduced non-atomic version of bitmap_test_and_clear_atomic(), mostly the same as the atomic version but simplified a few places, e.g. dropped the "old_bits" variable, and also the explicit memory barriers.

Replace a config-time define with a compile time condition define (compatible with clang and gcc) that must be declared prior to its usage. This avoids having a global configure time define, but also prevents from bad usage, if the config header wasn't included before.
This can help to make some code independent from qemu too.
gcc supports __BYTE_ORDER__ from about 4.6 and clang from 3.2.

clang's C11 atomic_fetch_*() functions only take a C11 atomic type pointer argument. QEMU uses direct types (int, etc) and this causes a compiler error when a QEMU code calls these functions in a source file that also included <stdatomic.h> via a system header file:

Avoid using atomic_*() names in QEMU's atomic.h since that namespace is used by <stdatomic.h>. Prefix QEMU's APIs with 'q' so that atomic.h and <stdatomic.h> can co-exist. I checked /usr/include on my machine and searched GitHub for existing "qatomic_" users but there seem to be none.

One thing to mention is that, these helpers only solve the problem of endianess, but it does not solve the problem of different word size on machines (the bitmaps managing same count of bits may contains different size when malloced). So we need to take care of the size alignment issue on the callers for now.

Use atomic_or() for atomic bitmaps where several threads may set bits at the same time. This avoids the race condition between threads loading an element, bitwise ORing, and then storing the element.
When setting all bits in a word we can avoid atomic ops and instead just use an smp_mb() at the end.
Most bitmap users don't need atomicity so introduce new functions.

bitmap: use long as index
Move index and size fields from int to long. We need that for migration. long is 64 bits on sane architectures, and 32bits should be enough on all the 32bits architecture

bitmap: add a generic bitmap and bitops library
Add most used bitmap and bitops functions into bitmap.c and bitops.c. Theses functions are mostly copied from Linux kernel source.

Add most used bitmap and bitops functions into bitmap.c and bitops.c. Theses functions are mostly copied from Linux kernel source.
Some of these functions are already redefined in the VNC server. Some of them could be used for some block stuff. The yet yo be submitted NUMA work also need bitmaps.
bitops_ffsl() and bitops_flsl() are here because bitops/bitmap works on unsigned long, not int, and we can't use current code because: * ffs only works on int * qemu_fls only works on int * ffsl is a GNU extension
