linux-user: Create special-errno.h

Pull the two internal errno used by qemu internally into their own
header file. This includes the one define required by safe-syscall.S.

We want to access the target errno indepently of the rest of the
linux-user code. Move the header containing the generic errno
definitions (

linux-user code. Move the header containing the generic errno
definitions ('errno_defs.h') to 'generic/target_errno_defs.h',
create a new 'target_errno_defs.h' in each target which itself
includes 'generic/target_errno_defs.h'.

Currently we define a QEMU-internal errno TARGET_QEMU_ESIGRETURN
only on the MIPS and PPC targets; move this to errno_defs.h
so

Currently we define a QEMU-internal errno TARGET_QEMU_ESIGRETURN
only on the MIPS and PPC targets; move this to errno_defs.h
so it is available for all architectures, and renumber it to 513.
We pick 513 because this is safe from future use as a system call return
value: Linux uses it as ERESTART_NOINTR internally and never allows that
errno to escape to userspace.
