hppa 64-bit mfdiag improvements

The 64-bit hppa qemu emulation still fails to boot 64-bit HP-UX.
This patch series improves the emulation a lot, since it enables us to boot
64-bit HP-UX installer silently up until an endless loop where the machine
reports that it's up an running (it crashed before). This still needs further
analysis, but it's a big step forward.

Main changes to archieve this includes:
- Implementing diagnose registers (especially %dr2 for space-register hashing)
- a new SeaBIOS-hppa version 18, which includes those fixes and enhancements:
- Fix IRT table entries to use slot number
- Increase PCI alignment for memory bars to 64k
- Fix PDC_CACHE/PDC_CACHE_RET_SPID return value
- Allow up to 256 GB RAM on 64-bit machines

V2:
- fix linux-user build by adding missing "#ifndef CONFIG_USER_ONLY ... #endif"

target/hppa: Add emulation of a C3700 HP-PARISC workstation

This series adds a new PA-RISC machine emulation for the HP-PARISC
C3700 workstation.

The physical HP C3700 machine has a PA2.0 (64-bit) CPU, in contrast to
the existing emulation of a B160L workstation which is a 32-bit only
machine and where it's Dino PCI controller isn't 64-bit capable.

With the HP C3700 machine emulation (together with the emulated Astro
Memory controller and the Elroy PCI bridge) it's now possible to
enhance the hppa CPU emulation to support the 64-bit instruction set
in upcoming patches.

hppa: Fix serial port assignments and pass-through

This fixes the serial ports in the emulation to behave as on original
hardware.

On the real hardware, the LASI UART is serial port #0 and the DINO UART
is serial port #1. This is fixed in SeaBIOS-hppa firmware v6, which is
why at least this firmware version is required.

The serial port addresses in hppa/hppa_hardware.h have to be swapped,
and when creating the virtual serial ports the correct port addresses
are used.

This patch now for example allows to specify on the qemu command line:
-serial mon:stdio -serial /dev/ttyS4
to use the emulated ttyS0 in the guest for console output, and pass
ttyS4 from the host to ttyS1 in the guest.

The hppa_hardware.h header file holds many constants for addresses and
offsets which are needed while building the firmware (SeaBIOS-hppa) and
while setting up the virtual machine in QEMU.

That's why this header file needs to be in sync between both source code
repositories. This patch adds a comment mentioning this dependency at
the top of this file and restores some DINO relevant offsets.

hw/hppa: Change fw_cfg port address

Devices on hppa occupy at least 4k starting at the HPA, so MEMORY_HPA+4k is
blocked (by Linux) for the memory module. I noticed this when testing the new
Linux kernel patch to let the fw_cfg entries show up in Linux under /proc.
The Linux kernel driver could not allocate the region for fw_cfg.
This new base address seems to not conflict.

Update seabios-hppa to latest upstream

This patch fixes two issues in the hppa/parisc emulation:

1. The CPU HPA was wrong in the sense that we had negative module
offsets in the firmware-internal module table (which we ignored up to
now). Get it correct by changing the CPU HPA to 0xfffb0000 which is
greater than the DINO_HPA of 0xfff80000.
This change requires the seabios-firmware update.

2. Sven noticed that the FPU register cr10 is only able to reference up
to 8 FPUs, so let's reduce the maximum amount of SMP CPUs too.
