compile_commands.json can be used with clangd to enable language server
protocol-based assistance. For kernel itself this can be built with
scripts/

compile_commands.json can be used with clangd to enable language server
protocol-based assistance. For kernel itself this can be built with
scripts/gen_compile_commands.py, but other projects (e.g., libbpf, or
BPF selftests) can benefit from their own compilation database file,
which can be generated successfully using external tools, like bear [0].

So, instead of adding compile_commands.json to .gitignore in respective
individual projects, let's just ignore it globally anywhere in Linux repo.

While at it, remove exactly such a local .gitignore rule under
tools/power/cpupower.

reproduced all of the cruft in the hope of avoiding regressions.

Now that we have a more reasonable code base, though, we can work
on cleaning it up; many of the changes this time around are toward

The .pylintrc file was introduced by commit 02df8e3b333c ("docs: add a
.pylintrc file with sys path for docs scripts") to provide Python path
configuration for documentation scripts. However, the generic ".*" rule
in .gitignore causes this tracked file to be ignored, leading to warnings
during kernel builds.

Add !.pylintrc to the exception list to explicitly allow this
configuration file to be tracked by git, consistent with other
development tool configuration files like .clang-format and .rustfmt.toml.

This resolves the build warning:
.pylintrc: warning: ignored by one of the .gitignore files

- The most significant change is the replacement of the old
kernel-doc script (a monstrous collection of Perl regexes that
predates the Git era) with a Python reimplementation. That, too, is
a horrifying collection of regexes, but in a much cleaner and more
maintainable structure that integrates far better with the Sphinx
build system.

This change has been in linux-next for the full 6.15 cycle; the
small number of problems that turned up have been addressed,
seemingly to everybody's satisfaction. The Perl kernel-doc script
remains in tree (as scripts/kernel-doc.pl) and can be used with a
command-line option if need be. Unless some reason to keep it
around materializes, it will probably go away in 6.17.

Credit goes to Mauro Carvalho Chehab for doing all this work.
