docs: create config/, devel/ and spin/ subdirectories
Developer documentation should be its own manual. As a start, move all developer-oriented files to a separate directory.
Also move non-text files to their own directories: docs/config/ for QEMU -readconfig input, and docs/spin/ for formal models to be used with the SPIN model checker.

qapi: The #optional tag is redundant, drop
We traditionally mark optional members #optional in the doc comment. Before commit 3313b61, this was entirely manual.
Commit 3313b61 added some automation because its qapi2texi.py relied on #optional to determine whether a member is optional. This is no longer the case since the previous commit: the only thing qapi2texi.py still does with #optional is stripping it out. We still reject bogus qapi-schema.json and six places for qga/qapi-schema.json.
Thus, you can't actually rely on #optional to see whether something is optional. Yet we still make people add it manually. That's just busy-work.
Drop the code to check, fix up and strip out #optional, along with all instances of #optional. To keep it out, add code to reject it, to be dropped again once the dust settles.
No change to generated documentation.

aio / timers: De-document -clock
Commit 6d32717 "aio / timers: Remove alarm timers" has issues:
1. It silently ignores -clock for backward compatibility. Incompatible change: -clock help no longer terminates the program. Tolerable.
2. Failed to update option documentation. In particular, -help still advises users to try -clock help for available timers. Drop all documentation on -clock.
3. The 'query-alarm-clock' example in docs/writing-commands.txt no longer works, and needs to be redone. Can't do that right now, so I just stick in a FIXME.

Use error_is_set() only when necessary (again)
error_is_set(&var) is the same as var != NULL, but it takes whole-program analysis to figure that out. Unnecessarily hard for optimizers, static checkers, and human readers. Commit 84d18f0 dumbed it down to obvious, but a few more have crept in since, and documentation was overlooked. Dumb these down, too.
