This series consolidates the behavior of the 2 drivers that implement the ethtool MAC Merge layer by making NXP ENETC commit its preemptible traffic classes to hardware only when MM TX is active (same as Ocelot).
Then, after resolving an issue with the ENETC driver, it restricts user space from entering 2 states which don't make sense:
- pmac-enabled off tx-enabled on verify-enabled * - pmac-enabled * tx-enabled off verify-enabled on
Then, it introduces a selftest (ethtool_mm.sh) which puts everything together and tests all valid configurations known to me.

This was left as TODO in commit 01e23b2b3bad ("net: enetc: add support for preemptible traffic classes") since it's relatively complicated.
Where this makes a difference is with a configuration as follows:
ethtool --set-mm eno0 pmac-enabled on tx-enabled on verify-enabled on
Preemptible packets should only be sent when the MAC Merge TX direction becomes active (i.o.w. when the verification process succeeds, aka when the link partner confirms it can process preemptible traffic). But the tc qdisc with the preemptible traffic classes is offloaded completely asynchronously w.r.t. the MM becoming active.
The ENETC manual does suggest that this should be handled in the driver: "On startup, software should wait for the verification process to complete (MMCSR[VSTS]=011) before initiating traffic".
Adding the necessary logic allows future selftests to uphold the claim that an inactive or disabled MAC Merge layer should never send data packets through the pMAC.
This change moves enetc_set_ptcfpr() from enetc.c to enetc_ethtool.c, where its only caller is now - enetc_mm_commit_preemptible_tcs().

It wasn't clear at the time whether the 802.1Q portion of Frame Preemption should be exposed via the tc qdisc (mqprio, taprio) or via some other layer (perhaps also ethtool like the 802.3 portion, or dcbnl), even though the options were discussed extensively, with pros and cons: https://lore.kernel.org/netdev/20220816222920.1952936-3-vladimir.oltean@nxp.com/

leaving the only remaining question: how do we expose the 802.1Q bits?
This series proposes that we use the Qdisc layer, through separate (albeit very similar) UAPI in mqprio and taprio, and that both these Qdiscs pass the information down to the offloading device driver through the common mqprio offload structure (which taprio also passes).
An implementation is provided for the NXP LS1028A on-board Ethernet endpoint (enetc). Previous versions also contained support for its embedded switch (felix), but this needs more work and will be submitted separately.

PFs which support the MAC Merge layer also have a set of 8 registers called "Port traffic class N frame preemption register (PTC0FPR - PTC7FPR)". Through these, a traffic class (group of TX rings of same dequeue priority) can be mapped to the eMAC or to the pMAC.
There's nothing particularly spectacular here. We should probably only commit the preemptible TCs to hardware once the MAC Merge layer became active, but unlike Felix, we don't have an IRQ that notifies us of that. We'd have to sleep for up to verifyTime (127 ms) to wait for a resolution coming from the verification state machine; not only from the ndo_setup_tc() code path, but also from enetc_mm_link_state_update(). Since it's relatively complicated and has a relatively small benefit, I'm not doing it.

Netfilter:

Currently the enetc driver duplicates its writes to the PM0 registers also to PM1, but it doesn't do this consistently - for example we write to ENETC_PM0_MAXFRM but not to ENETC_PM1_MAXFRM.
Create enetc_port_mac_wr() which writes both the PM0 and PM1 register with the same value (if frame preemption is supported on this port). Also create enetc_port_mac_rd() which reads from PM0 - the assumption being that PM1 contains just the same value.
This will be necessary when we enable the MAC Merge layer properly, and the pMAC becomes operational.

The MWLM bit (MAC write lock-step mode) allows register writes to the pMAC to be auto-performed whenever the corresponding eMAC register is written by the driver. This allows their configuration to remain in sync.
The driver has set this bit since the initial commit, but it doesn't do anything, since the hardware feature doesn't work (and the bit has been removed from more recent versions of the documentation).
The driver does attempt, more or less, to keep those MAC registers in sync by writing the same value once to e.g. ENETC_PM0_CMD_CFG (eMAC) and once to ENETC_PM1_CMD_CFG (pMAC). Because the lockstep feature doesn't work, that's what it will stick to.

Pull networking updates from Jakub Kicinski: "Core:
- Introduce and use a single page frag cache for allocating small skb heads, clawing back the 10-20% performance regression in UDP flood test from previous fixes.
- Run packets which already went thru HW coalescing thru SW GRO. This significantly improves TCP segment coalescing and simplifies deployments as different workloads benefit from HW or SW GRO.
- Shrink the size of the base zero-copy send structure.
- Move TCP init under a new slow / sleepable version of DO_ONCE().
BPF:
- Add BPF-specific, any-context-safe memory allocator.
- Add helpers/kfuncs for PKCS#7 signature verification from BPF programs.
- Define a new map type and related helpers for user space -> kernel communication over a ring buffer (BPF_MAP_TYPE_USER_RINGBUF).
- Allow targeting BPF iterators to loop through resources of one task/thread.
- Add ability to call selected destructive functions. Expose crash_kexec() to allow BPF to trigger a kernel dump. Use CAP_SYS_BOOT check on the loading process to judge permissions.
- Enable BPF to collect custom hierarchical cgroup stats efficiently by integrating with the rstat framework.
- Support struct arguments for trampoline based programs. Only structs with size <= 16B and x86 are supported.
- Invoke cgroup/connect{4,6} programs for unprivileged ICMP ping sockets (instead of just TCP and UDP sockets).
- Add a helper for accessing CLOCK_TAI for time sensitive network related programs.
- Support accessing network tunnel metadata's flags.
- Make TCP SYN ACK RTO tunable by BPF programs with TCP Fast Open.
- Add support for writing to Netfilter's nf_conn:mark.
Protocols:
- WiFi: more Extremely High Throughput (EHT) and Multi-Link Operation (MLO) work (802.11be, WiFi 7).
- vsock: improve support for SO_RCVLOWAT.
- SMC: support SO_REUSEPORT.
- Netlink: define and document how to use netlink in a "modern" way. Support reporting missing attributes via extended ACK.
- IPSec: support collect metadata mode for xfrm interfaces.
- TCPv6: send consistent autoflowlabel in SYN_RECV state and RST packets.
- TCP: introduce optional per-netns connection hash table to allow better isolation between namespaces (opt-in, at the cost of memory and cache pressure).
- MPTCP: support TCP_FASTOPEN_CONNECT.
- Add NEXT-C-SID support in Segment Routing (SRv6) End behavior.
- Adjust IP_UNICAST_IF sockopt behavior for connected UDP sockets.
- Open vSwitch: - Allow specifying ifindex of new interfaces. - Allow conntrack and metering in non-initial user namespace.
- TLS: support the Korean ARIA-GCM crypto algorithm.
- Remove DECnet support.
Driver API:
- Allow selecting the conduit interface used by each port in DSA switches, at runtime.
- Ethernet Power Sourcing Equipment and Power Device support.
- Add tc-taprio support for queueMaxSDU parameter, i.e. setting per traffic class max frame size for time-based packet schedules.
- Support PHY rate matching - adapting between differing host-side and link-side speeds.
- Introduce QUSGMII PHY mode and 1000BASE-KX interface mode.
- Validate OF (device tree) nodes for DSA shared ports; make phylink-related properties mandatory on DSA and CPU ports. Enforcing more uniformity should allow transitioning to phylink.
- Require that flash component name used during update matches one of the components for which version is reported by info_get().
- Remove "weight" argument from driver-facing NAPI API as much as possible. It's one of those magic knobs which seemed like a good idea at the time but is too indirect to use in practice.
- Support offload of TLS connections with 256 bit keys.
